I would be thinking of thinning some of the platform and just throwing some binding on the spindle like the crank brothers mallet does (just this would be way better).
I don't know if this is feasible but I would look into seeing if you could incorporate a SPD or egg beater stile binding over the axle but have it removable so if you wanted to run it as a flat. When you take the binding out just leave nothing or mabe even make a X (or something) in the middle to make up that space. 
Time to get some lower rise bars!
What are those?! 3 inch rise??!! The sea otter track is no WC track...
However riding a hardtail would not be easy with the fast, bumpy spots on the track. It would help with the pedal sections but I would not wan to ride a hard tail on this track.
